Email approvals are not updating database and notifications status still showing "MAIL"

Dears,

We are on E-Business Release 12.13 and using Notification Mailer for all kind of workflow notification approvals but sometimes it got stuck and it keep the status of notification in WF_NOTIFICATIONS mail status with "MAIL".

workaround is that we have to restart the DB and APPS services and then it solve the issue and clear the back log
