Agile ECO aXML Package does not contain all ECO information

We are using the PIP to interface Agile and EBS. It is setup and processing ECOs now, but when releasing and ECO from Agile to the PIP for Agile to EBS, the ECO only contains the Change Order information, but no information about the affected items or BOM information. So even though the ECO is processed successfully in the PIP, nothing gets created in EBS.
We setup the destination, subscribers and filters in Agile using the admin user. We can also export the ECO from Agile to excel successfully. When I do that the excel contains the ECO information, but not the item information. I can also export the item to excel and it includes all the correct data. The export process only uses 1 filter at a time it looks like, but the subscriber uses 2.
