12c Agent up and visible on OEM but autodiscovery says the agent is not up

Two problems
1. agent on auto discovery page shows 2 targets monitored, but when I try to configure auto discovery, I get an error that the agent isn't up (agent is up and visible on OEM).
    using the agent resynchronization page I was finally able to get the agent to run auto discovery.


2. listener was incorrectly setup I cannot edit how it is configured.
    Listener is now fixed but monitoring configuration does not allow me to enter the monitoring ID dbsnmp; it is null.
  

Any ideas?
