Setup a application developer user on the 12c grid who can do schema comparisons and performance tun

Hi,

We would like to be able to setup a user and role to give to developers to do the schema comparisons, performance tuning and general view of the databases but they cannot do DDL changes. However to do the schema comparison in the Changes Management a user needs the ability to do schema changes.

Is there a generic role we can use or how can I create one to restrict the developers but allow them to do the schema comparison?
