PCP Concurrent Manager Failover/Failback Does Not Work When Application Listener is Down On Primary

We have implemented two node RAC and two node application for 11i.During Failover testing when we kill all the process on Node1. Concurrent managers do not fail-over to second node.
Receiving below errors

Check that your system has enough resources to start a concurrent manager process. Contact your system admi : 10-DEC-2013 23:15:08
Starting STANDARD Concurrent Manager               : 10-DEC-2013 23:15:08
CONC-SM TNS FAIL
Routine AFPEIM encountered an error while starting concurrent manager STANDARD with library /appswshared/STGEBS/stgebsappl/fnd/11.5.0/bin/FNDLIBR.
