Batch Loader Process

I am trying to turn on batch loader and it is not appearing on the Tools menu in FDM 11.1.2.1.

In Workbench under Application Settings I selected the batch loader in the options list and turned it on. I am still not able to see it on the FDM Web under the Tools menu.

I have verified that we own the correct adapter and adapter suite.  

Any suggestions?
