Can the accounting flexfields in the R12 budget template be made editable?

Our users have been complaining about not being able to edit accounting flexfields on their budget upload templates like they were doing in 11i. Was anyone able to make them editable (customize)? Is there any documentation about it in the knowledge base? I was not able to find any.
