Personalize off Picture and Special Info buttons in Enter and Maintain

Hello,

I am trying to remove the "Picture" and "Special Info" buttons on the enter and maintain form in HR. I kept getting an error when trying to hide the buttons, so I decided to just disable them. I had to disable them at "New form instance" and "New block instance" but in testing I found that when hiring a new employee or new contingent worker after hitting save, the buttons again become enabled.

Does anyone know how to disable them permanently or at least for any condition in the form?

I am on 12.1.3 Version.
