US PAY: Other Definitions > Table Structure APP-PAY-33011 Error

We are on EBS 12.1 and I was looking around to see if there was a screen that would show taxable limits for Payroll deductions like SDI (state disability) and Social Security EE. 

When I navigate to the Table Structure screen and use control-F11 to query all records, the "0000 Oracle Federal Standard Pay Table (AL, ES, EX, GS, GG) No. 0000" record comes up first and the error APP-PAY-33011 is displayed saying the table contains invalid rows which do not match the key unit of measure for the table.  If you navigate through more records, this warning comes up on every one.
