Cloning issue

we are working on cloning our DEV envirionment from production however facing some issues, we have followed below steps so far.
[1] Unix server team copy snap backup of all mounts to dev.
[2] We start db on DEV db server using production SID just to verify if copy process is successfull.
[3] Bring down db started in step2.
[4] Rename all the directory structure for DEV.
[5] execute adcfg clone db tier using existing DEV xml file.

Now our adcfg clone db tier was failed with error below error message.

ORACLE instance started.

Total System Global Area 1.2827E+10 bytes
Fixed Size                  2240344 bytes
Variable Size            5972689064 bytes
