Having to login twice to get to OAM after cloning (EBS 12.0.6, rdbms 11.2.0.3)

After cloning EBS 12.0.6 PROD db/app to DEV db/app on Oracle 11.2.0.3, after logging under my userid and connecting as system administrator, if I try to go to any selections under OAM, a 2nd login screen comes up.
