Mileage Policy

Hi,

I want to create a Mileage Policy for a specific Country of the 12 different countries that would have iexpense configured.  What are the steps to configure Iexpense Mileage Policy for a specific country? When I try to configure the Mileage Policy for the specific country (Corresponding OU) that policy is visible from other OU's as well. I do not want that.  I tried using a responsibility which is attached to a specific OU through the MO: Operating Unit profile option and removing it from the MO: Security Profile.
