Bank Accounts are not accessed for BAT with different users

Dear Guru,
 Bank Accounts are not accessed for BAT with different users under the same responsibility.

Case: we have two legal entities. Created Bank accounts for each legal entity. Created responsibility for each LE.

One user could able to access all the bank accounts (from both of LE) to execute bank transfers. But some users are not able to access respective bank accounts. 

Could you suggest a way out...
