R12.1.3 / Patch application question : Does patch 13509912 need to be installed in preinstall mode

Hi,
Applying Project Costing patch 13898198 for a datafix.
The instructions say to apply pre-req 13509912 when reading the instructions for 13509912 it says to install as preinstall=y.
Can you tell me why? I thought a pre-install step was for upgrade only?
