DB licence requirements

Hi,

I have some confusion on the oracle db license policies. As far as I know, licenses are required for UAT,PROD ands STANDBY db envrionment, but do we require license for dev/test environment irresptive of number of users in dev or test. Since dev/test(a copy of dev) is acutally used to develop and test application before we actually promote changes to the UAT/PROD/STANDBY environments.

Can you please shed some light on this in simple terms.
