Manipulating Picklist on a Web Service

Hi,

Please see inquiries below for your comments:

1. When Picklist are being used as a look-up value on a web service, does its datatype set to String or it just uses its original datatype as declared on CRM pages?

2. How are picklist recommended to be handled on an Customer Application (as a dictionary, name value collection, or list? Please consider C# as the primary development tool language.
