Filter data in bins

For a particular field,  I created bins to group numerous picklist selections and set the filter to 'if prompted.'   I want this report (chart layout) to navigate to another report in table form with actionlinks. I also set up bins and the 'if prompted' filter.  Why am I unable to filter the results correctly in this other report (consistent with the chart)? When I am not using bins, the results are consistent in both reports.  Thanks.
