How to default tax rate at Customer Site level

 Hi,
I am trying to default tax rate at Customer site level using party tax profile choosing party type as Third Party Site for Specific customer and customer site. 

But Ebiz tax engine is not defaulting the party default tax. System is still opting the default ebiz tax define at rate/rule level.
