encumbrance behavior and PO receiving behavior

 i have a situation, for year end process. during like 30-dec-2013
close PO, AP DEC-2013
close GL DEC-2013, open JAN-2014

do the carry forward of encumbrance

re open dec-2013 for gl month end process

so there PRs created in previous month like NOV DEC-2013,  the preparers submit the PR in NOV DEC-2013, but now the PO dec-2013 is closed , GL DEC-2013, JAN-2014 is opened , the approver reject the PR, which period will those encumbrance reversal fall in? DEC-2013 or JAN-2014?

and for receiving,  PO dec-2013 is closed , GL DEC-2013, JAN-2014 is opened, can receive item be done when no PO period is open.
