Difference in Routing ad Recipe Step Quantity

 1. In Formula I have ingredient Quantity 15000 and Product Quantity 14000 2. On the basis of ingredient qty (15000) I have defined Routing 5 steps i.e 

Step1 input quantity 15000
Step2 input quantity 14700 
Step3 input quantity 14400
Step4 input quantity 14400
Step5 input quantity 14400 and output as per formula 14000

3. When I attached Routing with Recipe then It changes step quantity and start 
with Product quantity 14000 instead of 15000 that I mentioned in Routing step1. 
and then change accordingly in remaining steps that is 14000 ,  13720 , 13440 , 13066.66 ,13066.66
and same are showing in Workbench window at Planed Step quantity and Actual Step Quantity.

Note: I expect that when I define recipe and add routing same input quantity should appear in recipe as per routing. Please advice why quantity is changing. There is no loss define on recipe and routing.
