Inventory Item is not Trackable in Oracle cMRO

Dear All,
Can any one help me when i create an assets group and associate an item via API (AHL_MC_ITEMGOUP_PUB.PROCESS_ITEM_GROUP) some item create sucessuflly but some stuck and give subject mention error.

Note: All item which give error already Rebuildable and Track install base = "Y'

My Instance is R12.1.3
