OPM Resource Transactions

Does releasing a batch step automatically charge the associated resource cost to that batch or do we need to manually execute a resource transaction in the system? And if we need to manually execute the resource transaction, then please advise regarding the system navigation path for processing the resource transaction for an opm batch.
