R12.1.3 : We need to install ARABIC and TURKISH language

Hi,
We have a requirement of installing ARABIC and TURKISH language in our instance R12.1.3
We are on R12.1.3 English instance running since Jan 2012.

1. Please provide detail steps to implement both languages in our current running instance.
2. Do we need to apply all the patches in Arabic and Turkish which we applied in English since 2012?
