Patch 17535555:R12.PAY.A - AutoPatch error: Missing prerequisite codelevel for entity 'hr_pf'.

Hello,
We have applied successfully patch 17365376:R12.PAY.A on test instance,
but while applying the second patch, 17535555:R12.PAY.A it is erroring out below is error message.
 
AutoPatch error:
--------
Missing prerequisite codelevel for entity 'hr_pf'.
This patch requires the following codelevel or higher: 'R12.HR_PF.A.11'.
The current on-site codelevel for the entity 'hr_pf' is : 'R12.HR_PF.A.10'.
In order to apply this patch you must first apply a patch that introduces
at least the minimum required codelevel.
