Transportation Shipment vehicle number

1)Client wants to assing vehicles to Transportation Shipments but wihout use of loads, since every load is equal to a single shipment. Is there a standard way to achieve this?

2)How can sales transfer (ST/OT) be used in conjuction with Transportation Management, when the shipping branch plant bills the receiving branch/plant? Non-stock line types do not propagate from ST to OT. Is there a workaround?
