Marketing - How best to migrate Campaigns from one environment to the next

While dealing with the Siebel Campaigns, my customer is looking at th available options of migrating them from one env to the other.

 So far we found the following as possible choices and wanted to find out if there are any betterand easy ways of dealing this. The current volume of Campaigns are around 5000.

 1.Siebel ADM

Campaigns are not one of the OOB ADM Data Types, so we need to do develop a Content Object and tweak this process.

2.Siebel EIM

Export Out of Source/Data Movement/Import Into Target.

Is there a better way to do this?
