Line renumbering on event does not occur.

We have noticed that when you remove a line from an event the line numbering does not update.  i.e.  I have 6 lines for an event,  I remove line 2 and line 4 I then save the event and notice the the numbering sequence shows as line 1,3,5,6.

This is confusing to bidders when they respond to an event.  We get questions from them wondering where the other lines are?  I did try this in my DEMO environment and it worked the same way there.  Is this a bug in the system or delivered functionality?
