Cycle Counting Empty Locations

 In the middle of implementing JDE1 for our manufacturing operations.  Regarding cycle counting we have run into an issue that doesn't appear to have a good solution. 
We will be utilizing warehouse management to generate random putaway and replenishment requests and suggestions; so, inventory will be in and out of various warehouse locations.  Location records for items are stored in tables F41021 and F4602.  F4602 is a self purging table that will purge records when the entire quantity of an item is moved out of the location and there are no other inbound or outbound transactions pending. F41021, which is used when cycle counts are generated to determine which locations need to be counted, does not purge records when all of an item is moved from the
