Migration of Menus through iSetup

Hi All,
We are trying to migrate menus through iSetup. We noticed that while migration of Menu's, the parent menu gets migrated successfully. But the sub menu/function get migrated only when both sub menu and function fields are setup in the source instance. e.g.

Parent Menu: ABC

Sequence     Prompt     Sub Menu     Function
1                   ABC_SM  ABC_SM_1  
2                   ABC_F                          ABC_F_1
3.                  ABC_SM_F ABC_SM_2 ABC_F_2

In the above case, iSetup only migrated sequence 3 to the target instance. Remaining are ignored. Can we please get a solution for the issue.
