Test FSFO in case Observer and Standby DB is down

Hello,

 I have a question regarding dataguard using FSFO in a environment with two datacenters.
 In our configuration primary DB is located in DC1 and Standby DB and observer in DC2.
 what should happen, if DC2 fails completly, where observer and standby are not available at the same time.
 Is there any recommandation from Oracle and how can we perform a realistic test ?
