Patching old environment

I am looking for some advice on the following.
We have an old project environment that has fallen behind on patching for many years. Which we need to bring up to the patch levels of the production environment. Unfortunately we cannot clone as the environment needs to be free of any production data.
Are we able just to apply the latest CPU / RUP etc or do we need to patch ever patch that has been applied since?
Also what is the case for legislative patching is this cumulative or can previous years be assumed irrelevant?
Is there any easy way to determine which patches need to be applied?
