ARM Stuck, not making it past staging

We’ve been running 11.2.2.300 for a while and just recently when we load data into ARM, it’s stuck in staging.  We see the three stop watches.  Have tried numerous times to kill the process and try again (Doc ID 1539655.1) but the same results.  Has anyone encountered this before, if so, how did you fix it?  We’ve even restarted the services many times.
