How to disable some tabs in master item form?

We are using EBS version 12.1.3

In the inventory responsibility, items ->master item form, there are several tabs that the user can access. How can I disable or gray out all other tabs and only leave purchasing tab active? Please see the attached image. Please advise. Thank you very much.
