Hotkey for Tools1 menu on Service Request form

Hello, Is there a shortcut in R12 to access the Tools1 menu? In 11i, the notes section was located in Tools menu so we have a user base that is used to keying Alt+T N.In R12 there doesn't appear to be a way to access the Tools1 menu using hotkeys.
