WHT Groups in AR - R12

Our requirement is to record Withholding tax on AR invoices (for reporting purposes) by creating 2 WHT lines (one debit and one credit and the net impact will be zero). In 11i it was possible through WHT Groups but in R12 we don't know how to achieve that. Any idea how to do that?
