how to recreate the cloud control repository

Because of some problem with my test environment of cloud control 12c, I thought to recreate the repository following Oracle Cloud control administration guide.

Per that, I  ran RepManager with "-action dropall" command and then later ran "-action create" command. I realized that the dropall also dropped repository component of weblogic (SYSMAN_MDS schema etc) but create has not created the same. Perhaps "create" does not mean to do that.

What is the way to recreate the complete cloud control repository?
