Updating Tax Rate %

Hello - I'm hoping someone can help me.  I need to end date the current rate for France as of Dec 31, 2013 and add a new rate effective Jan 1, 2014.  The system is not allowing me to Apply with the following error:

  1. Effective From - Enter a date range that is within the date range of this component.
  2. Effective To - Please enter an Effective To date that is within the effective date range of this component.

Can anyone help me with how to resolve this?
