ORA-12560 on client PC running Windows 7 64-bit

I am running two Visual Net 2010 front-end executable files running on an Oracle Client 11.2.0.4 install.  The executable files run successfully logged on with Administrator rights, however, when I log on as a regular user I get the ORA-12560 error.  I have given myself Full rights on the Oracle Client folder, however, the files will still not run.  I was hoping someone out there has run into the same problem on a Windows 7 PC.  I have gone through the Oracle Client folders and all of the rights appear to be set up correctly.  Any reason why it will only run as Administrator?
