how to monitor a folder without Content Tracker

How can I track who touches a file for any reason or to put it in other words, monitor a Contribution Folder for any and all activity. My constraint is that I cannot use Content Tracker due to our configuration. I read that the Content tracker component does not work in secure mode(which it would need to for this application) when ACLs are turned on, which they are. ACLs are used on another customization in our system but they are turned on.
