Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Long time costs when first time to access Oracle 12.1.3 Forms

Hello,
I have an issue, and this issue is it will take long time(about 2,3 minutes, even 7~8 minutes) to open Forms at the first time.
I checked Java console, and background, seems like most of time are cost on loading JAR files:

basic: Plugin2ClassLoader.addURL parent called for http://tsgld5841.cloud.ge.com:8008/OA_JAVA/oracle/apps/fnd/jar/fndforms.jar
