How to set up overseas customer tax setup

Hi Team,

I would like to set up ebusiness tax for overseas customer. As per my current set up it is supporting singapore only. Need to calculate the tax for overseas customer also.

Can I change current tax rates if yes please help me to find the navigation or steps.
