Enable change management and configuration management packs

Hi,

Just wanted to know if anybody has used change management and configuration management packs in database. Can these only be configured from Grid control/EM or we can also enable in database by running some packages. I browsed only for oracle documentation but could not locate one with correct usage instrunctions like how to enable the feature.

Can you please share your knowledge.
