Configuration Owner

Sorry folks, I am new to EB-Tax and struggling with some basics at the moment.

I work on multi-org install with 4 X ORGANIZATION_ID

When I go to Tax Configuration/Taxes all the Taxes that are set up have the field Configuration Owner populated with one of the 4 Orgs.

I reckon this is broadly looking at ZX_TAXES_B and the Configuration Owner field is derived from the column CONTENT_OWNER_ID?

Can anyone confirm that this is true?

If it is, can someone let me know how the column CONTENT_OWNER_ID links to other (presumably HZ) tables on the produce suite?
