Why would by encumbrance journal batch get stuck in "In Process" status while attempting 'reserve fu

We are an 11.5.10.2 environment working to upgrade to 12.1.3. 

We are in the processing of cleaning up encumbrance balance issues. 

I have an Oracle provided encumbrance data fix that corrects encumbrance balances in the purchasing application in addition to generating encumbrance journal entries that will correct the encumbrance balances in general ledger.

The journal entry batch has two journal entries; one for obligation and one for commitments.  The total of all journal entry lines is 53,235.  This is almost twice as many rows of any journal entry batch we've ever processed (10 years of using 11i).  Could this be the reason?  If yes, shoudl it take 18+ or more hours to process? It has been 'processing' for 18+ hours.
