Need advice on AP Invoice open interface concurrent program Vs Any AP Invoice Api to create the same

 Hi ,I have a jobno which will have 1000 batches.

We have created custom concurrent program which will do the necessary validations and then kick off the payable open interface program for every batch.

The issue that we are facing is that 

there are multiple concurrent programs that are getting kicked off  (1000 programs).

And this is causing the other programs to go in pending as there are no concurrent managers available to process.

Is there any other approach that can be taken.

Please note that the number of batches in a specific job number cannot be reduced.
