Allocation failure

Team,
We have setup allocation rule based on weighted distance and weight (in that sequence where weighted distance is evaluated first). What we see is when weighted distance allocation fails due to zero distance, it fails the entire allocation. I guess it should automatically go to weighted allocation when weighted distance fails. Its not happening.

Is it the expected behaviour from OTM?
