Unable to generate Bill of Lading Number without assigning a Trip to delivery

Hi,
Oracle Release 12.

I am not able to generate Bill of Lading Number for a delivery without assigning a trip.

Any other alternatives if I dont want to have a trip to generate Bill of Lading number.

Appreciate your inputs and suggestions.
