Has anyone had success with the Puerto Rico requirement for Sick and Vacation accrual?

The Puerto Rico requirement says the employee must work 115 hours in a calendar month, then 1.25 days is accrued for vacation and 1 day for sick.  The vacation time accrued is available as of their 1st anniversary. 

Our problem is that if the employee meets the 115 hour requirement in a transition period payroll (work date in one month, pay period end and check date in the next), the accrual doesn't calculate for month of the work date.  Has anyone come up with a creative solution for this?
