E1 - 9.1 A/P Voucher Match does not allow spot rate of 1.0000000?

Hi --

We are entering a 2-way match voucher in a CAD company.  The voucher is in USD and we are trying to enter a spot rate of 1.0000000.  The system automatically changes the rate to be the current rate from the F0015.  If we use .9999999 or 1.0000001, the spot rate stays.  This does not happen on a standard voucher...

Is it your opinion that this is a bug and that I should open a Service Request?
