T5220 is not working (( No action ,even from console

Hi Guys,I need your help to clarify the problem
Our T5220 machine is not working.
Power Supply is  acting normal. but no led is on.
From console (serial management) also not responding.
Only network management console Led is blinking(even there is no cable).
